The ELCM began in September 1999 with two congregations and one pastor located in the Commonwealth of Pennsylvania. As of the beginning of 2013, ELCM's Mustard Seed Synod had expanded with congregations, missions, pastors and licensed ministers located in Pennsylvania, New York, Virginia, Ohio, Illinois, Florida, and North Dakota.
